I agree >20 is low but if Kapil made #3 with a 23.79 batting average then that low bar has already been set. Hadlee's 21.61 batting is not that far off Kapil and he's a much greater bowler to offset the batting difference.I think a batting average of >20 is setting a rather low bar. There are several NZ allrounders better than or equal to him (Harris, Oram, Santner, Hadlee, Styris, and Astle) as well as Phillips and M Bracewell, although the latter two probably haven't played enough.
