I am a Srilankan player from the 80's and I have an unenviable world record in ODI's. Who am I ?

Q1 : Batsmen ? - Yes
Q2 : never been dismissed ? - No
Q3 : did i play more than 20 ODI's - Yes
Q4 : did i play in 90's ??? - Yes
Q5 : am i left handed ?? - No
Q6 : was i part of 96 world cup team ?? - No
Q7 : did i play my first ODI aganist NZ - No

Q 8 : Did I debut in the early 1980's? - YES (Early 90's being defired as before 1985)
Q 9 : is it related to scoring Runs ?? - NO
Q10 : batting in all the batting positions IIRC - NO
Q11 : Is it opening Batting and Bowling in ODI - NO
Q12 : Did he ever play against India (in ODIs) ? - YES
Q13 : Does it have to do with never being on the winning side? - NO
Q14 : Ashantha De Mel - most runs conceded in an ODI IIRC. - NO​

HINT # 1 : Its a bowling record. Not one to be proud of as stated in the question itself. It is a record amongst all the test playing ODI nations. Someone from the non test playing nations may or may not hve done better (or worse) but I dont know.

He has bowled the highest number of balls - 338 - and conceded the most runs - 291 - without a single wicket in his entire ODI career.

Number two - Marlon Black of West indies - is way way behind with 228 balls and 196 runs.
