Is there ANY hope of a West Indian test cricket resurgence?

The whole inter-island differences and "West Indies is not a country" reason is seriously overplayed when trying to explain why the West Indies are not competitive as a test team.
The West Indies has never been a country - its not like all of this kicked in post 1995. Inter island rivalries have always been there - West Indian sides pre-1995 were able to rise above the inter island differences and play as a cohesive unit.
Further, the cultural differences between the various islands are not as great as they are in India for example, where there are huge cultural differences between North and SoutH Indian states. India is really an multi ethnic union (forged rather artificially out of the dying embers of the British EMpire) of different states who are linguistically and culturally very different to one another. Yet India are able to field a competitive team.
I think the problems with West Indies cricket are largely down to factors other than their non-status as a discrete nation.
