Tbf their bowling is as good as anyone’s and their first string still has a good recent record in all formats. Batting is a concern though

They have an absolutely Top class pace attack with great depth; but they really need to find some quality red ball batsmen.
Pace attack is excellent but spin is lacking, they never had that in past though.
There is a serious lack of quality batsman in their side and yes that's why they are probably a tier below the Big 3 in Test cricket.
New Zealand and Pakistan are also going downhill which is why they can still make a case to be #4.

Their new gen batters - tristan, verryenne etc - have not yet lived up to the standards set by their past legends.
OTOH, ABDV and Kallis etc did not immediately set the stage alight and took their time to bed themselves in. So maybe there's a turnaround awaiting us.

As others have said, top tier pace attack, second tier batting at the moment. However, I would say that they only need a couple of good batsmen to come through and they would look very useful indeed. So as Girth says above.
