At Test level the best answer would be one of Gregory, Martindale or Constantine.
Which is.....yeah, significantly worse than the seamers Gavaskar faced.

Haven't checked their counties but probably also Larwood, Tate, Bowes, and Tate in 1st class

IIRC Larwood was Nottinghamshire, Tate Sussex and Bowes Yorkshire. So he would have faced the first two at least.
