Doesn't look like it to me. Classical action. The whites are blurry in the shot but that's his left foot planted.

Love the painting from the stumps to the crease, guessing to help mark centre etc.

Here we see Albert Cotter bowling a few warm-up deliveries at the 3 min 40 sec mark, and again during a county match of some kind at 5 min 40 sec. Quite a low round-armed action, but he seems fast just the same.
