Because he is still work in progress as opposed to others approaching their end. Hopefully he will be back shortly and do enough to merit an inclusion based on longevity. Else, I wouldn't put a 30 test, 4.5 year career with guys well over twice that career length and no. of tests.

The above holds true for Pant as well.
