Query on rules? Must have played a minimum of 4 Tests and played after 1918, or played a minimum of 4 Tests after 1918?
The latter. Therefore SF Barnes and GA Faulkner are ineligible but Warren Bardsley isn't.
In addition, what was the ruling on players with the same whole batting average but a different percentage?

Can Tendulkar (53.78) and Kohli (53.62) be in the same XI?
