I think most people probably rate Border as an ATG and Boycott as an ATVG

Ya, I think so too. But it is weird how hard a line people draw between ATG and ATVG. The worst ATGs and the best ATVGs are really close in quality, but we often tend to treat the label itself as a big difference.
