Misleading stats. It's like saying Stephon Marbury was a better shooting guard than Kobe in the 90s because he had a better points per game average during the 90s.

Clearly one was showing the start of true greatness whereas the other was not at that level.

Kumble was something else in the mid 90s. Possibly even better than Warne. The SAF tour he had was an iconic one. He was so difficult to get away. Took 18 wickets at 26, in five tests, when no other Indian bowler was supporting him. Especially he had one game where he sent 44 overs and took 6/53. Those days he had a super quick flipper that swung in. He lost it by end of 90s. He gradually slowed down, probably as much as 15k with his age. By slowing down he took more wickets, but became lot more expensive. Murali only became a force once he got the doosra going. That was by late 1999.
