Because they'd be chasing 202 in 50. But now they have to do it in 41 so the target is revised downwards.

If SL ended at 201/2 in their 41, Afghanistan would be chasing more.

The formula presumably takes into account the fact that Sri Lanka were 182/8 before rain came down and the match was reduced. If there had been no rain Sri Lanka could have been predicted to set, say 200, which Afghanistan would have had 50 overs to chase.

The lower score is probably adjusting for this.
