Oman's bowling against Bangladesh in the middle overs was really **** tier but they did have one bowler only concede 16 off his four overs and they only ended up conceding 180. I'm going to lean towards yes.

Indeed. Rather like Baseball the really short form needs 3 game series between teams at least but that doesn't work in tournament cricket.
