Nah but probably could have been if he wanted to be. Slightly overrated as a bowler though (he's very good and a top 10 current limited over spinner for sure).

Nah hes just good, his stats are massively inflated from feasting on the likes of Ireland and Zimbabwe. If you look at top 9 teams his record is basically identical to Graeme Swann who while a very good bowler, no one would regard as a top 10 greatest ever. Top 10 T20I spinner ever I'd definitely agree with.

I wonder if, in a landscape where ODIs are marginalised enough as it is, will Afghanistan's lack of games against top level opposition hold them back, I think since the last World Cup, they've only played SA, Bangladesh, Ireland and Zimbabwe (said with the caveat that they have developed so much in recent times, and that their players do get plenty of T20 experience all over the world)
