I can only assume it's to do with injuries and the suspiscion he won't get through too many red-call games? But you're right he's set up perfectly for hammering the line and length with a full cordon. Might even swing the red ball a bit?
TBH I'm not sure too many people are actually aware of his injury history and how fragile he has been. I think they consider him a T20 bowler because they've only seen him in the format and he looks like he should be a good bowler.

While he has been expensive at times in his four Shield matches he's also taken wickets. It's the line and length he prefers to bowl - they're set up for long form cricket, whereas the good T20 bowlers generally vary theirs a lot more.

It would almost be like saying Hazlewood should be a T20 specialist - Haze is a good white ball bowler but he's obviously got a method well suited to tests.

He literally spent years on the sidelines

It's pretty crazy how long a rope he's been given on potential. I only watch BBL domestic wise so maybe he's decent in other formats but I swear I haven't seen him get over 30 in like 5 years of playing for the sixers
He's generally terrible at the other formats too - even though he did score a Shield century last season he's played 28 matches for an average of 25. Young yes but he was picked without proving himself at grade level.

Frankly his bowling is more better than his batting these days. Gone from a part time option to a useful fast-medium.

Ripping ball from Swepson to get Silk

Swepson is an odd one, cause at times I watch him he's genuinely excellent but at others he's really mediocre. Oscillates so much between the two. If he could add some consistency then I'd say he could come into contention in white ball cricket for Aus.

Puts serious revs on the ball. Great to watch
