Three groups of five. Top two from each make it through to a Super Six, where each team plays the qualifiers from the other two groups (the don't play fellow qualifier from their own group). You could then have top four from the super six into semis, or the top two in the final.

This format will allow five associates (qualifying from a pre-world cup qualifying tournament staged about a year prior to the world cup) but also more matches between the top teams by way of a super six stage. You can't seriously have a "World Cup" with only 10 teams. It will also be some 10 days shorter than the world cup just gone. I think its a win-win situation as you get have more associates but also more matches between full memebers and cut down on the excessive length of the tournament. If the asscoiate teams cannot participate in the world cup, they might as well stop playing the game.
The world cup and the T20 world cup should provide up and coming cricketing countries the motivation to keep playing the game, as they will have a platform to showcase their talents.
Someone mentioned on this forum, how about each of the Big Bash League teams each having an extra squad member by offering one contract each to cricketers from associate countries? Initially, it can be a minor contract financially (unless they prove themselves, leading to bigger contracts in subsequent years). This will act as a great motivator for cricketers from places like Afghanistan, Kenya, Ireland, Holland, Denmark, Scotland, Namibia, and others.It will help to raise their standard as they will be competing to catch the eye of franchise scouts, hopefully leading to higher standards in the global game.
