Dev played enough tests in favorable conditions and generally was hardly passable (Nz, Eng, RSA). There's no resistance, your pov makes absolutely no sense.
Hobbs, Grace, Sutcliffe etc played more than 100 years ago an they're all still atgs. Therefore even 50 years from now, if im alive I'd consider the above you listed as atgs. All atgs won't make it into the world XI it's just mathematically impossible but none of them should look out of place and most times selections are completely subjective. Like the the 4 5 and 6 spots. Even with a bowling average of 30-32, Kapil would get 100 tests if he played for 80s WI. His batting had that cavalier approach most West Indies had, and he would be their best batsman against spin too. He would easily replace Hooper, Logie, Holder or Arthurton with the bat, and stay there as an ever present as a seamer because he was way fitter than any of the 80s WI pacers with possible exception of Marshall.Umm no. As for Dev, again I'll say this, there's no guarantee that him being in a stronger attack like 80s WI would lower his average. He very well may or he may end up like a Patrick Patterson or Kenny Benjamin who both averaged around the same as Dev even while bowling along side greatness
