Boult at the death isn't even close to Starc. In PP they are comparable, maybe Boult is better but Starc is toe to toe.

Maybe on current form, Boult > Starc but overall Starc was way more useful as bowler.

But in terms of the utility that Starc provides you in different phases, I would go for Starc over Boult on a given day.
