Inzi is approx as close to Tendulkar as Kumble is to AkramBack in the day the rivalry was more intense. So conceding Tendulkar was best in the world was not agreeable to Pakistan fans. Imran played a role with his "Inzamam is the best player of pace since Viv Richards" and "Tendulkar can't win matches" narratives.
Although Indian fans of same vintage grew up idolizing Wasim Akram, believing him to be the greatest fast bowler of all time. Guess that was because we didn't have a rival to Akram like Pak had Inzamam to Tendulkar.
As a result of Kohli's limited-overs international batting. No one, in my opinion, has ever dominated archrivals like Kohli in LOI cricket.I have seen many Pakistanis inculding past greats rating kohli ahead of tendulkar despite of sachin being twice the batsman kohli is. Is it because he is a punjabi? Or because he does so well against them?

Some reasons mentioned here areRecency bias , also people took for granted how well Asian batsmen played spin bowling before Kohlis era so being aggressive against pace bowling was everything to some fans. I think Kohlis slump though has brought a lot of fans back to reality.
Also about kohli vs pace bowling has decent innings but some of innings sachin played like counter attacking 169 vs peak donald pollock and MacMillan is something kohli can just dream offSome reasons mentioned here are
1. Aggressive captaincy
2. Being super nice to Pakistani players and fans
3. Atg performance against pakistan in white ball matches

I don't think it's debatable in odis. Sachin is ahead of Kohli as much as Viv is ahead of Sachin in odis.I still don't think any proper logical fan, be Indian or Pakistani, rates Kohli higher in Tests. In ODIs it's very debatable between those two
