Nah based off the above I think that's him now available for selection!ECB are right I guess, I've just googled him apparently he now has Birtish citizenship:

seems bizarre to me that he can be classed as local, but Cumbria weren't allowed to play a player who went to school in Carlisle, came through all the County's age group (u14s, u15s, u17s) then played Durham seconds and went to University in Oxford. But last year ( 2023) he went back to live in the county of his birth which neighbours Cumbria, is 30 miles from Carlisle but is Dumfries so he fell foul of b) and will do for the next three years at least.@Third_Man
Perhaps he qualifies as a local player via the new rules we brought in to fast track Archer.
Looking at his last played games he's not wintered in Pakistan, so perhaps he's made the sacrifice since his test debut in Nov 2021 to focus on CC and is now a British Citizen?

The new ECB eligibility criteria for players, both men and women, from 1 January 2019, are:
- a) British Citizenship and,
- b) Either born in England/Wales, or three years residence (a total of 210 days/year April-March) and
- c) Not played as a local player in professional international or domestic cricket in a Full Member country within the last three years
I'm shocked but not surprised to hear that. Why should Cumbria and Northumberland not be allowed to select otherwise qualified players just because they live in the wrong neighbouring county? Not something that Southerners would have to worry about.

But then logic can't be found by the ECB when technically they and the ICC are going against the Good Friday agreement when players like Paul Stirling aren't allowed to play in English cricket even as British Citizens(even if I'm very much of the view of it being the North of Ireland and not British!)
