I've got Underwood, Kumble, and Jadeja, all in the second tier of modern(ish) spinners after Murali (at the very top), Warne, and Ashwin.

Gibbs for me, while very reliable, just didn't seem to perform as a transcendent weapon of a spinner in terms of penetration. Which is what Underwood definitely was.

FWIW Gibbs was at 151 wickets from 34 Tests with an average of 23.47 and a strike rate of 72.2 (pretty good for a spinner playing in the era) just under 9 years after his debut. He missed about a quarter of WI's Tests over that period but it's pretty good and penetrative for a relative 6 and 3/4 year peak. His was more the case of a long decline (158 @34.45 with a strike rate of over 100 over the remainder of his career) than someone who was merely good and consistent throughout.
