Steyn for me cos there is a very short list of bowlers I plausibly regard as his equal. It's a much longer list for Lara.

14-16 probably fair. Both sort of near perfectly equivalent of each other on their roles. With slightly higher consistency, both of them would be near about locks in ATG Xi. Especially considering how destructive both Steyn and Lara were in their absolute best day.

Steyn was more inconsistent game to game, Lara had a much worse dip.

I just think Lara had an extra touch of genius magic that Steyn did not, and was a bit higher rated in his playing days.

Steyn only really gained a gold star reputation in the early 2010s well into his peak. Otherwise he just didn't seem to be as buzz-worthy as other ATG pacers because on his frequent off days he seemed as ordinary as other members of the attack. In his early peak days he was being compared to Mitch.

Lara was recognized as genius from the get-go.
