It is very simple.

If I were to select a single player among Kapil, Donald, Tenqdulkar and Murali in ODIs, it would be Tendulkar, Murali, Donald and Kapil in order. The impact first two brings in is independent of the opposition. They are among the best of the best in white ball game.
I'm not really sure how to compare ARs to specialists in ODIs. I'd pick Sachin first due to bats having more influence on games, and could have Kapil anywhere from 2-4, with Kapil possibly falling between the bowlers because I don't rate Donald nearly as highly as you.

Replace Donald with Garner and re-evaluate.
