I don't know if it has anything to do with that. It could have actually spectacularly backfired on them if giving India an advantage was the goal.

Meaning that the ICC had no idea if India would be the #1 or #2 seed, and if Australia won, they might have been the #2 seed...... if they were the #2 seed and it rained, they would get out of the tournament. In addition, you're also more likely to have a situation where you don't get to broadcast an India semi final to hundreds of millions of people....

This whole format sucks with the pre-seeded teams, I’m being gracious here.
