Allan Border. He got his average up to 51.71 in his 20th Test and it pretty much sat within +/- 3 runs of 50 for next 136 Tests ending at 50.56

Lillee was pretty much around the same level entire career, yes?
Yes outside 2 bad periods related to injuries
  • 1972/73 - he was diagnosed with one stress fracture after the 1972 tour of England increasing to 3 before he went in to hospital
  • 18 months starting in 1982 - had a several injuries

Didn't Border have a long period without scoring a century (even if his average remained fine?)
ok I had a closer look and Border went 13 Tests without a century between Feb 82 and Nov 83 (his average was 46.98 before next century took him to 47.90).

However, thread is who never had a peak, not who never had a slump?

Correct. Not a loss of form, but pretty much maintaining the same level when performing most of their career.
