The thing is they did make spinning wickets at other grounds vs Bangladesh not that long ago. Maharaj and Harmer were deadly then.

Local conditions determine if it spins, not groundskeepers. This is the least spin friendly ground in RSA. Maharaj and Harmer recently shared 29 wickets in a 2 test series playing on grounds that offer more spin. They bowled the entire Innings unchanged twice.

Last I heard sub continent pitches get doctored so they can become minefields when SENA countries tour
I think that there often is a conflation between the pitches that spin a lot and the stuff like Indore 2023 or Pune 2017. That they're all as bad as each other which often isn't said to be the same for these kinds of green wickets where people are willing to differentiate between the good and bad.

Yeah they never dish them out vs India though, rightly so. Don't think India has played at Durban since Harbhajan took a 4-fer there and we won under Dhoni.
Its mainly economics. JHB, Pretoria, and Cape Town get the biggest crowds. They get a disproportionate amount of tests. The big money countries always play these 3 (or at least 2 of them). The lower revenue countries get one of these 3 or one of the spinnier grounds.

They talked about not wanting play AUS on the pace friendly grounds, but they never stopped doing it, cos money and fans. They also talked about not wanting to play SC teams in Durban, but the main reason that one actually happened is cos Durban just gets fewer tests in general these days. Attendance there has fallen a lot, and CSA finances are a mess.
