Because he played 166 Tests for those 292 wkts. Even Ravi Shastri who's not in the poll could have had 313 wkts if he played 166 Tests (151 wkts from 80 tests)
You don't play 166 games as a quick batting AR. If he'd wanted to play 80 games and pick up 240 wickets @30ish he could have. He stated at one stage that he would provide more value by bowling less and playing for longer, and he was definitely right.

And he was handled correctly. Wouldn't defend the slow batting, but no reason to bowl more than he did. Bat and stand at 2nd slip, bowl as needed when the primary guys need a rest.
