consensus is that he blew the whistle right away because Haaland was hacked down but he didn’t blow it hard enough for it to be audible and by that point Haaland had got up so he played the advantage and then realised it would have been even stupider if he got caught later on so blew the whistle thinking Grealish was going to be coveredThat City/Spurs one was weird. He initially plays the advantage, then when he sees Grealish breaking clear he blows his whistle. It stank to be honest.
