He is a great ODI player. But deserves consideration that De Villiers was regarded by majority as the best ODI batsman in the world till he retired. De Villiers averaged near 65 with a SR of 110 throughout 2010s. Guy was a freak!

Genuine question without bias - why would you rank Viv ahead of Kohli?
The enormous disparity in his SR compared with his contemporaries. He was orders of magnitude in front, while maintaining a really good average. He was also pretty innovative - he had an around-the-ground power game which basically no one else had back then. For example, he'd hit sixes over cover and mid off when no one else went near doing it. He sort of did everything first and as well as anyone has. Averaging 47 and striking at 90 in the 70s and 80s is pretty ridiculous.

FMD I shudder to think what he'd be worth in an IPL auction given his bowling and fielding too (not that I'm taking them into account in this comparison).

Of course he has his critics. His carbon footprint is abysmal. Until he sorts that out he won’t earn the patented Heef Green Shield Stamp of approval. And neither should be. Humph.
