Ok right, we have to face this inevitability eventually.

17 teams is probably too much to do one round of voting. If people agree, we can do a knockout comp. in this format:

1. Randomly select 5 teams; eliminate 1 of them.
2. Pit teams against each other in pairs (round of 16)
3. Pit winners of pairings against each other (quarter-finals)
4. Final round to choose between the last 4 teams to determine winner

Point 1 seems a bit harsh but I really dont have a better solution.

3 groups of 4 and 1 group of 5 will be fine in first round. Then from top 8 it can be knock out.
