Nope. You had the same doubt in previous edition.

$$$ is the primary factor when it comes to a player. If it comes down to your first priority player vs some other drafters third priority player, the highest bidder gets the player.

Order of priority was introduced only for drafters convenience.

Just for clarity, I'm assuming it's only players who have been picked so far who are not available? i.e. if someone has been bid on but not taken, they can still be bid on?
