We can't rule out convenient washouts, Sri Lanka beating England or Australia beating Afghanistan by like 120 runs. All could still see Australia qualify. Even Ireland beating NZ isn't completely fanciful even though it's obviously unlikely.

Yeah it does count as 20 overs bowled, but that happens in either situation. Adding 20 overs of batting and 200 overs of runs is going to have a bigger impact on the other side of the ledger than 60 in 4 overs or whatever. You don't want the Afghanistan game to only count for 9% of your batting instead of 20%.
