Kohli got Bumrah in Test team when most believed he was a T 20 specialist. Shami, Umesh and Ishant all had these best bowling periods under Kohli now it can be argued their peak coincided with Kohli captaincy but I think it was lot to do with the mindset Kohli instilled in the teamI think Imran was a bit more involved in Wasim and Waqar's development/selection so he deserves a bit more credit.
In Kohli's case, I don't think India had never thought about using pace before. It is just that Dravid/Ganguly didn't have bowlers like Shami and Bumrah available otherwise they would have definitely picked them. What Kohli deserves credit for is using the 5-bowler strategy and being more aggressive in bowling tactics which is a departure from Dhoni before him. Dhoni was a horribly defensive test captain.
