Yeah no way. If he was just a bowler he'd be a grade cricketer.

IMO he was at his best as a bowler later on when he slowed down to about 125kph got a lot of swing, looked very dangerous in friendly conditions. Oh and this is obligatory: If he was English he'd have 600 Test wickets

This shows the greatness of a all rounder depends on the rest of the team. Shakib plays in one of the weakest test teams, but still get to the strongest ever test team in history just because of the composition of it.

Don't think Botham or Kapil will. Imran and Hadlee surely because they beat most of WI quicks. Kallis because he will beat all the batsmen other than Lara and Viv. I am not sure whether likes of Stokes, Jamieson, Grandhomme, Holder, Brian McMillain could break in. Pollock marginally may. But spin bowling allrounders will have a cake walk. Shakib on all round game, Jadeja and Ashwin, because they are better than any 4th seamer WI managed to put up in that era. On the same notion, Murali or Warne will just walk in to that side, because they are better than most fast bowlers WI managed to field.

Because that is what they lacked. A spinner of class of Kumble or Sqlain (never mind Murali or Warne), or a spin bowling all rounder as Shakib, Jadeja or Ashwin would made them unbelievably great, and would have given variety, as in 2000s Aussie attack.
