it doesn't matter. the justification for the concussion sub is health and player protection based, not to avoid disadvantage to the team.
It does matter as it changes the composition of the xi. Once a player is not selected as a batsman or bowler, he doesn't just come in to do the same. It's astounding as far as cricket is concerned

What a horrific shot to play at this stage, just when the pitch is settling down. Clearly completely incapable of handling an aggressive bowling plan and exposing the young all-rounder before tea. Absolutely disgraceful cricket.

you know what else would be astounding? a player having permanent brain injury because they got hit again by a bouncer whilst concussed because putting in the sorts of protocols that every professional sporting league is introducing these days is "astounding as far as cricket is concerned".
