It's quite possible no-one can. But I'm quite happy to gatekeep that area over beer/bear, especially because I don't really think it's just isolated to that. Are fear and fair pronounced the same? What about ear and air?

Even if these are subtly different, Kiwis definitely suck at this differentiation in terms of "knowing how vowels work". Everyone from everywhere seems to suck at "knowing how vowels work" to some extent in different ways, myself (especially) included.
