Because you'll end up with mouth-breathers complaining that football's being turned into a non-contact sport.Fouls like this are basically a yellow/red card offense in others sports, its dumb that its never really been considered in football. Can end really badly.

Would be a nightmare to formulate any sort of coherent rule to this effect tbh, and this would almost certainly lead to disastrous interpretations and attempts to enforce it.I think the Suarez incident is the only time I've ever seen that particular form of cheating work. It's a very rare set of circumstances where a player gets the chance to do it, and even when they do, the penalty is usually scored anyway.
I'd hate a rule change that awarded a goal that hadn't been scored, but I can't really rationalise why.
