Are they using D/L charts from men's cricket to set targets for women's cricket? Insane if they are.

Still doable... just about - though very unlikely. If it was men's cricket, they would still be in with a decent chance because men seem to clear the ropes with much more ease.

I don't see why you wouldn't
Because it would be easier for men to increase the scoring rate for short periods of time due to the greater power they posses? Therefore the shorter the innings, the more difficult it would be for women to achieve D/L targets based on men's cricket.

D/L targets are based on the score itself though. If going at just under 7 an over for 20 overs is reasonable (and it is by definition of it having been done), then going just over 7 an over for 13 overs is perfectly fine.
