Don't drop him - just keep skipping him.

If he's not picked buy the time everyone else has three players he's probably not going to have a good team is all. And it speeds up the game and keeps it fairer for everyone else (if he picks the best three players available half way through this round it gives an advantage to those who got in early this round).
