30 innings is a enough for a statistically significant batting average and if you're averaging <30 after 30 innings with zero centuries, chances are you don't deserve more matches.
Touring Pak in 94/95 he averaged 60 in a 3 Test series against Akram, Waqar and Mushtaq Ahmed.
In 96/97, at home to a WI with Ambrose, Walsh, and Bishop, he averaged 55 in a four test series.

With the exception of averaging 29.5 in one test against India in 96/97, in all other series (4 of them) he crashed and burned entirely.

Given his FC stats, there's more than enough to suggest that he had the potential to turn his career around and do well for Australia if he had got more chances. He seemed to have spikes in form rather than general incompetence at Test level.
