Why does Pakistan traditionally produce better fast bowlers than India?

Top 5 Asian pacers? I'll throw my hat in & opt for (in no particular order) Imran, Wasim, Waqar, Fazal & Kapil. Chaminda Vaas would round out the top 6.
No Asif? No Shoaib?

First five would be Imran, Wasim, Waqar, Asif and Shoaib. Then comes the rest with Srinath, Kapil, Fazal, Vaas, Zaheer and Aaqib Javed (in no particular order).

Kapil averaged 4 wickets per test for 60 tests.

Against Strongest Teams of His era

Australia 79 wickets at 25.35 from 20 tests
West Indies 89 wickets at 24.9 from 25 tests

He was world record breaking wicket taker both in tests and odis.

All these without any good support.

Now he is not good. Interesting.

6 batsman and 4 bowlers is not an advisable combination, unless 1 of 6 is Gary Sobers.

You can't chop up a player's career like that, and if you want to go that way then Imran had 80 wickets in 18 tests against WI at 21.19 and 64 in 18 against Australia at 24.97, collectively those figures are better than Kapil's. Imran averaged 4.1 wickets a test for his entire 88 test career despite playing some matches as a batsmen when he was recovering from his shin stress fractures and not bowling all that much near the end, while Kapil averaged 3.3 over his whole career despite generally being India's best pacer, and bowler even. And no, no one is saying he's not good, they're just saying that Imran is better. Kapil is not on Imran's or Miller's level, and is not a great bowler for anything other than his longevity.

I don't feel Pakistan produce overall better fast bowlers than India but it would (in my opinion) be down to coaching and the demand at state/club level unless there was some national directive. It is certain that current trends suggest Pakistani fast bowlers have the edge over Indian but to say historically is a little bit pushing it... It would be like saying Australia produce better spinners than India at the height of Shane Warnes reign.

I would say this is the exact opposite of the truth. There can be no doubt that Pakistani fast bowling has traditionally been well ahead of India (see my opening post for reasoning); but India currently have their best fast bowling resources ever. Perhaps for the first time in their history, India can finally claim to be ahead of Pakistan in this field. And who exactly is the current Pakistani fast bowling version of Shane Warne?

At the very best, Kapil is the 4th best Asian quick bowler. That's probably generous given Shoaib is probably better than him.

But who is the second best Indian quick of all time and where does he fit in the Asian fast bowling pecking order?
