They clearly don't rate his bowling enough (rightly, however ironic in this light) to use him as a second let alone first spinner though, bowled 6 overs in total in India.

Probably because they had 2 specialist spinners already. However if you're playing the 4 quicks, presumably it's not exactly a spinners wicket and your spinner is going to play more of a holding role, in which case Maxwell is all you need.
