Not convinced that changes the original ruling where 3rd umpires can check the no ball. Isn't specifically mentioned, so not sure that would count as superseding especially as that section isn't mentioned at the top in changes to playing conditions

Obviously 3rd umpires calling all no balls was trialled in Eng/Pak, this is a sort of middle ground.

The article you linked was from 2012. These are the 2016 playing conditions. Think they may have stopped the practice.. Third umpires should check though imo.
