That's because Pakistan are masters of making relatively straightforward chases difficult for themselves in the middle overs, after they've lost a couple of wickets. It's basically how India have beaten them in the last few World Cups (and nearly managed to defend a below par total in the Asia Cup before Afridi sliced a couple over the ropes). They're poor at rotating strike against the containing bowlers in the middle overs.
