Just thinking: can the fielding captain change the bowler once he sees that the batting team has taken their powerplay?

Or, vise-versa, can the batting team wait to see who the bowler will be for the next over before they decide to take the powerplay?

Batting side announce powerplay then bowling side picks bowler is the protocol I believe.
