Exact same thing happened during a schools tourney final that I played in back when I was in school. Umpire said in our first language that since his feet was on the line, he had to give it nnot out... Was a paid supposedly neutral umpire who had played divisional cricket (chennai's club cricket equivalent, standards were rather high back then in those)...
You'll be surprised what the average cricketer and umpire doesn't know. I went to a scoring course recently - some people asked what to do if a batsman hits a wide for a four.

Worse is when they know every single law word-for-word (and don't hesitate to tell you) but are still incapable of actually enforcing it. Or the ones who are overly officious and try to throw kids off the field for wearing shoes that aren't white enough for their liking (i.e. the cricket shoes you buy in cricket shops these days).

I was told a story from a guy who came to play cricket in HK in the early 2000s, and had an umpire who claimed to know the rules by heart.

Problem was, he had memorised a rulebook from the 1980s. And was enforcing it in league games.

Sigh.
