Correct, however in order to correctly position the ball and generate the amount of backspin on the seam in order to keep it aligned to the way you want to swing it, your bowling action generally has more to say about it than finger and wrist position.You would think that someone who has played at the levels you have would know the difference between conventional and reverse swing and what that difference entails. Also absolutely anyone can swing the ball both ways if they can present the seam properly (which Wagner was unable to do upon entering the side). Their action might limit the movement they are able toextract but the ball will still move through the air

You'll find very few people with a conventional side on delivery stride who generate consistent in-swing and can control it. Conversely the same with open-chested bowlers and outswing - solely because of the plane of the ball and how easy it is to keep your wrist in the right position.
Even Wasim Akram changes his delivery stride and arm action through the crease to generate swing in either direction, Simon Doull is one of the few I can remember who could do it consistently for New Zealand and his secret was a double jointed wrist.

Those 5 wickets in six balls, there was reverse swing into the left handers and the odd one that went straight on. Couldn't see anything else.
