Issue with your formula is I wait 23 selections between my second and third pick, and somebody else (let's take you as an example), only waits 13 selections between your 2nd and 3rd pick.Issue with random order is there would be guys who would never get to pick first in a round etc. We should have a methodical order.

This is while the cream of the draft is being taken.
Randomised every odd numbered round and reversed from that every even round is probably the most fair way to do this, especially seeing there is such a small pool of players to choose from.
And maybe just let AldoRaine post the draw, it's confusing enough as it is in here without two different draft orders on the same page in round 3!
