Eds - you have such a gun batting line up already. Why are you going after Barrington? You need to go after bowlers.

Few reasons.

1 - I can't bare seeing someone who averaged 60 with the bat at Tests (!) go for such a low amount of money.
2 - Leading on from point 1, it's a bargain. I really don't need him, as you say, but he's more than worth it at this price.
3 - It'd massively set me apart from other teams. May give me an edge. May give me something extra to challenge for the title.

Title?

So you consider Sachin, Hussey and Hammond as serious all-rounders and yeah you can never be a good businessman :D

Let him ( Barrington! ) go!

You have a strange looking side. Arguably 3 spinners in Muralitharan, Kumble and Johnston. If you get Barrington then 5 middle-order batsmen in Barrington, May, Inzamam, Hill and Vengsarkar. Goddard was an excellent all-rounder. That makes it 9. You'll need a wicketkeeper - so 10 there. Now, assuming the last player will be an opening bowler, I have 2 questions to you - who will open the bowling with that bowler? Goddard's medium pace, or Johnston's medium pace? And who'll open the innings with Goddard? It has to be one among the middle-order batsmen (Barrington looks the most likely candidate).

Wait! You have a big budget remaining...hmmm...So, you are probably aiming for a squad of 13 or 14...You might have a strategy there...

Who knows, it's going to be a bit of an adventure.
