Of course. Otherwise Keegan Meth would've been a first round pick. The more you try to second guess the way it works and get too cute, the more you'll be burned. Forget about the database and pretend it's reality; that'll work best.
Does a player who has played a test get some sort of advantage over someone who hasn't?

And are the Fc records taken into account recent also or career long,as i would imagine obtaining current FC records would be tougher?

A Badrinath vs Rahane comparison for example . Rahane averages more in FC cricket by 7 but if India was to play a series tomorrow out of both i think most would pick Badrinath.Pujara averages even lesser.
There are other batsman who would have also atleast equal shot to Rahane who average even considerably less and have not played test cricket.

Badrinath has actually played 2 tests.

I could give you a better example ,of uncapped players but those 2 have not been picked yet.
And which state you play for contributes to your FC average too ,also what division you play in.

Need a opener and was A tough choice. The other one has played international cricket but will go for the one who i think is better. Though have a feeling the other one would be higher rated in the database.
