He has been used in the wrong way for such along time. Selectors think that he's a workhorse type of bowler, which is not the case. He needs to be encouraged bowl in all cylinders in short spells. He is liable to go 5 per over. But when he gets it right, is a very difficult customer. I would take a 18-90-3 from him because he usually knocks off the top order.After all averages 34.9 and a SR of 58. Not the worst stats as well. Not a world beater definitely, but you can assign him a limited role (like roughing up batsmen) and get it accomplished.Haha, Fernando, such a prank-bowler. I'll never be able to rate him.
If he plays he'll get Tendulkar out cheaply but go for 5 an over IMO.

Thushara is injured. Otherwise he would have partnered Malinga. Kulasekara is not a test bowler. Sehwag even when he's 65, would take 125k trundlers to the cleaners.Thushara and Kulasekara?
May be bowling conservative batsmen. But Sehwag and Gambhir are no conservative batsmen. They'll take to Kulasekara. On the other hand both of them don't enjoy extra pace and bounce on the ball. Fernando can provide just that, if he can get it on a decent length.I'd take Kulasekara over Fernando any day of the week tbh.
